About TCAP
Our agency opened in 1965 during the height of the war on poverty, and was originally named the Warren-Trumbull Council for Economic Opportunity. Our first Executive Director, Thomas Dowdell, opened headquarters on Pine Street. The agency has been through many changes of leadership and locations throughout the years. The agency moved to our current location on Palmyra Road in 1993 and at the time was known as Warren-Trumbull Community Service Agency (WTCSA). In 1999, Warren-Trumbull Community Service Agency (WTCSA) became known as Trumbull Community Action Program (TCAP).
While our name, leadership, and location has changed, one thing has remained the same, our commitment to serving the residents of Trumbull County.
We continue to offer a variety of services, all aiming to work towards eliminating the barrier and boundaries of poverty in Trumbull County.
